Council reviewed minutes and made amendments. Minutes with amendments were approved. Mary Anne Wilson approved the motion to accept, Julie Grygiel seconded the motion.

Becci Cline reported for Child and Family Connections.

  • She reported 14 referrals for the month of December.
  • She also reported that CFC #16 is currently fully staffed with a new Parent Liaison, Jannell Jaskula.
  • Jannell is working on getting parent support groups in place in every county.
  • CFC completed their monitoring visit successfully.
  • Champaign County referral/screening results were distributed.

New Business

Becci Cline reported on Child Find Procedures. She expressed how important reporting is because:

  • Some agencies are mandated to report child find data.
  • The report that she receives from the state through Cornerstone is an overall report. It is not broken down by each county, rather inclusive of all counties covered under CFC #16.
  • Tax dollars given towards screening is affected by how many screenings are being reported.

Becci asked all agencies to please go back as far as July and submit child find reports. She will go back and update. She also said if anyone had questions about what their agency has reported, to contact her and she would give them that information.

It was reported that the only agencies that have been reporting are; Developmental Service Center, Spectrum and Head Start.

Agencies should report all screenings they conduct and should not be concerned with duplication of reporting, it would be better to duplicate reporting than under report. Child Find reports should go directly to Becci Cline at CFC #16.

Deb Gossrow from DCFS came to explain her position and how she will be working with children in our area. She was hired in the fall to work on a project sponsored by DCFS and the Erikson Project to ensure that all children that enter the system through foster care have developmental screening within 30 days of entering the system. It is the caseworker's responsibility to make sure that the children are being screened within the time frame. This project was piloted in the Chicago area and has moved into different regions if Illinois frDecember 12, 2007ldren that go into placement to make sure these screenings happen. She will also be educating on the difference between screenings and evaluations. She is responsible for the central section of Illinois, which includes 52 counties. It is her goal to ensure better communication between DCFS, CFC's and Health Departments on who is screening whom and making sure all children are receiving the developmental screenings they need. The information they are collecting is going to be used to see if pre-natal care is having an effect on early child development as well as the effects on children when being placed into a foster care situation. DCFS is currently working on an assessment tool called Integrated Assessment Tool, which also employs a team of screeners to conduct screenings. This group is called the Integrated Assessment Team, and is being piloted in the Chicago area as well.

There were no MOU's that needed to be updated.

Julie Grygiel distributed Program Description Forms for the Transition binder. She reported that since she will not be able to attend the meeting in February, she would like to have time set aside in the April meeting to work on the binders.

Ruth Myers-Dunnum reported that after an editorial in the newspaper, the comic strip "Clear Blue Water" will no longer be featured in the News Gazette.

The Downs Syndrome Network is planning a "Buddy Walk" for October 15, 2005. Local agencies are encouraged to participate by setting up informational booths at the event.
